Rule 13 – Minor & Major
  • Minor Penalties
  • Censure.
  • Withholding of increment.

  • Compulsory retirement.

Suspension
Rule 12
  • When a disciplinary proceeding is pending or contemplated.
  • When a criminal case is pending / under trial.
  • If detained in custody > 48 hours – deemed suspension.
  • Suspension can be reviewed / revoked by competent authority.

Disciplinary Procedure
Rule 15 – For major penalties
  • Issue of charge-sheet / statement of allegations.
  • Employee submits written defence.
  • Inquiry Officer / Presenting Officer appointed.
  • Evidence recorded and witnesses examined.
  • Disciplinary Authority passes a speaking final order.

Appeal
Rules 22–24
  • Right to appeal against imposed punishment.
  • Teacher → appeals against BEO to DEO.
  • Against DEO → Director, Elementary Education.
  • Against Director → Secretary, School & ME Department.

Employee Protection
Safeguards under the Rules
  • Right to fair hearing and representation.
  • No punishment without proper proof / inquiry.
  • Right to receive copies of charges and evidence.
